The Saskatchewan Pension Plan (SPP) is a money purchase defined contribution pension plan introduced by the Saskatchewan government in 1986 to provide a nest egg for homemakers and self-employed with little or no access to other pension plans. It is a voluntary program operated at arm’s length from the government by an independent Board of Governors appointed by the Lieutenant Governor in Council. Because it is a pension plan, contributions are locked in until age 55. Not new, buta good overview published by the Toronto Star.
