When is a Wire Payment Not a Wire Payment?

All wire payments exchanged between two different participating financial institutions in Canada are processed through the Large Value Transfer System (LVTS) administered by the Canadian Payments Association (CPA). "On-Us" payments processed within the same financial institution fall outside CPA Rules surrounding LVTS. The lack of clarity and certainty on the rules that apply to "On-Us" payments introduces risks to the payer and the beneficiary that they may not be aware they have taken on. The CPA has been working with members and stakeholders in an effort to facilitate discussions with respect to the absence of CPA Rules pertaining to "On-Us" payments. [pdf]
